Speaking during a cabinet meeting on Monday, Lee described the incidents as “deeply regrettable” and said they had created “unnecessary military tensions” on the Korean Peninsula.
“Although it was not our government’s intention, we express our regret to the North over the fact that unnecessary military tensions were caused by the irresponsible and reckless actions of some individuals,” Lee stated.

Details of the Incidents
An investigation revealed involvement of at least one National Intelligence Service official and an active-duty soldier, along with civilians, in unauthorized drone flights into North Korean territory earlier this year (with some incidents traced back to late 2025). Some drones reportedly crashed inside North Korea, prompting strong complaints from Pyongyang.
