Key points

  • Germany will provide an extra 200 million euros in winter aid to Ukraine.
  • The money is for energy infrastructure and civilian needs during winter.
  • President Zelensky visited Berlin on November 3 and asked for more air-defence missiles, including Patriot interceptors.
  • US-led talks involving Ukraine and Russia are planned in Abu Dhabi on November 10-11.

German Chancellor Friedrich Merz has pledged an extra 200 million euros in winter aid to Ukraine, during a visit to Berlin by Ukrainian President Volodymyr Zelensky on Tuesday, November 3.

The aid is intended to help Ukraine through the winter, after repeated strikes on energy infrastructure disrupted electricity and heating. About 100 million euros is to come from the Federal Foreign Office budget and 100 million euros from development funds, according to reports of the announcement.

“We will continue to provide assistance until this war is over,” Merz said at a joint news conference with Zelensky, according to reports.

Zelensky said Ukraine urgently needs more air-defence capacity, including Patriot interceptor missiles, to counter ballistic missile attacks. Merz said the question of further military support would be discussed at a meeting of the so-called coalition of the willing in Berlin on November 19.

The visit came ahead of US-led talks involving Ukraine and Russia, planned for November 10-11 in Abu Dhabi. Both leaders said Europe should be included in discussions about any settlement.

What is not yet final

Reports differ on whether the 200 million euros is fully approved: some reports describe it as a package still to be approved by the Bundestag’s budget committee, expected next week. The article should say Merz “pledged” the aid, not that it has already been paid. No new Patriot delivery was announced at the news conference.

Why it matters

Winter is a critical period for Ukraine’s energy system, and the Berlin meeting sets the agenda for the coalition meeting on November 19 and the Abu Dhabi talks on November 10-11.
